The arrest was done after the police received a call stating that a severely malnourished dog was being tied in a backyard with no access to food and water

Upon the team's arrival, they found the malnourished dog tied to a tree with a 2 feet long heavy tow chain

The dog was basically "skin and bones" as described by Sheriff Javier Salazar, who was at the scene

Moreover, three other dogs were also rescued from the same owner, which included a malnourished puppy and two other "very healthy" breeding pairs of German Shepherds

However amongst the lot, the most affected one was the one that was tied to the tree with no food, water, or shade

"It was pretty clear that the dog was not doing well and was probably not going to survive much longer" commented Salazar

Once the rescue was done, the owner, Cesar DeJesus DeHoyos, was called up and then arrested upon return

Allegedly the 36-year old man was out on a trip to SeaWorld while the dogs were pretty much suffering

And even though everyone at the scene could know that the man intended to starve the dog, he had another story to say

According to DeHoyos, the dog had previously ran away and returned all malnourished, which he was later trying to nurse back to health

However thankfully, DeHoyos was ordered to immediately surrender the dogs and was charged with a bond of $40,000
